Establish a catalog list of enterprise-related preferential policies and promptly disclose it to the public, promptly clean up and abolish policies in various regions that contain local protection, market segmentation, designated transactions, and other practices that hinder unified markets and fair competition, comprehensively clean up various preferential policies that discriminate against foreign-funded enterprises and foreign-local enterprises and implement local protection, and strictly carry out fair competition review on newly introduced policies. Strengthen coordination and cooperation in cross-regional industrial transfer projects, establish a coordination mechanism for resolving major problems, and promote the rational layout of industries and further optimization of division of labor. Encourage all regions to continuously optimize the business environment, carry out investment promotion activities according to law, prevent vicious competition in investment promotion, and attract more high-quality enterprises to invest with high-quality institutional supply and institutional innovation.

(25) Clean up and abolish regulations and practices that hinder equal access and exit according to law. Except as clearly stipulated by laws and regulations, enterprises shall not be required to register in a certain place, and obstacles shall not be set for cross-regional operation or migration of enterprises. Unreasonable and discriminatory access and exit conditions shall not be set to restrict the free flow of goods, services, factors, and resources. Access barriers shall not be set or disguised in the form of filing, registration, annual inspection, recognition, certification, designation, or requiring the establishment of branches. In terms of qualification recognition and business licensing, foreign-local enterprises shall not be set with qualification requirements, technical requirements, inspection standards, or evaluation standards that are significantly higher than those for local operators. Clean up and standardize the preconditions and approval standards for administrative approval, licensing, filing, and other government service matters, and shall not convert government service matters into intermediary service matters. Without legal and regulatory basis, enterprises shall not be required to conduct self-inspection, testing, certification, appraisal, notarization, or provide certificates before government services, and disguised approval and paid services shall not be engaged in. Without fair competition, franchise rights shall not be granted to operators, and the operation, purchase, and use of goods and services provided by specific operators shall not be restricted.

The National Development and Reform Commission and the State Administration for Market Regulation, together with relevant departments, establish and improve a departmental coordination mechanism for promoting the construction of a unified national market, increase overall coordination, strengthen follow-up evaluation, promptly supervise and inspect, and promote the implementation of all parties. Strengthen publicity, guidance, and public opinion supervision, and create a good social atmosphere for the construction of a unified national market.
