Managers have some say in employee promotions, but if a position has no development opportunities at all, whether the manager has a say is irrelevant—employees want development opportunities.

Manager's Responsibility? Managers have many responsibilities. These are not about whether managers have control over job design, compensation, and promotion opportunities. Because they do have control. The question is whether they have enough control.

Some managers try to create new opportunities for employees, fight for salary increases, and propose new methods for their work. But their opinions are overruled by senior management. From the employee's perspective, it seems as if the manager is indifferent. However, the manager could tell employees that he tried, but senior management said "no"—this would shift the blame to senior management. But that is not the best approach.

Many managers are also hurt. Because employees leave the company and say it is because the manager did not support them.

When these situations occur, companies should stop and ask themselves: "Is this really because of the manager?" or "Is this because of us?" If it is indeed because of the manager, then make them better. But if not, then the company should find a way to not hold managers responsible for things that are not their fault.
