Recently, the Municipal Commerce Commission, the Municipal Development and Reform Commission, the Municipal Finance Bureau, the Municipal Administration for Industry and Commerce, the Municipal Food and Drug Administration, the Municipal Urban Management Committee, and the Municipal Public Security Fire Department jointly issued the "Notice on Printing and Distributing " (hereinafter referred to as the "Measures"), aiming to continuously optimize the development environment for convenience stores and improve the convenience stores at residents' doorsteps. The Measures propose 19 innovative measures in six aspects: "expanding development space and optimizing store network layout," "increasing financial support and reducing operating costs," "deepening 'streamline administration, delegate power, and improve services' and simplifying registration procedures," "reforming business licenses and innovating supervision models," "standardizing law enforcement inspections and improving service levels," and "promoting standardization and upgrading, and cultivating brand advantages." The Measures adhere to a problem-oriented approach, identify problems and shortcomings in the development process, and make targeted breakthroughs and innovations on key factors restricting the development of chain convenience stores in Beijing, continuously optimizing the business environment. The main aspects are as follows:

Expanding Development Space and Optimizing Store Network Layout

  1. Reserve convenience store space according to the standard of 10-20 square meters per 1,000 people in residential projects, and improve the community commercial ecology by building no less than one convenience store per community.
  2. Utilize space resources vacated through rectification and relocation to introduce chain brand convenience stores, open up space resources owned by public service units, and introduce brand chain convenience stores in schools, stadiums, hospitals, parks, subways, science and technology parks, and other units to optimize the layout of convenience service outlets.
  3. Strengthen the guarantee of warehousing and logistics space facilities, and incorporate the space needs of convenience store warehousing and logistics facilities into the three-level logistics system of "logistics base + logistics center (park) + terminal distribution network."

Increasing Financial Support and Reducing Operating Costs

  1. Coordinate commercial circulation development funds and municipal government fixed asset investment subsidy funds to increase support for convenience store construction. Commercial circulation development funds will provide support at 50% of total investment, with an overall cap of 5 million yuan; for commercial convenience service facility projects that meet policy requirements, fixed asset investment subsidies will be provided at 30% of total investment.
  2. Coordinate the use of commercial circulation development funds to provide rent subsidies for new convenience stores that carry convenience services such as vegetable retail, breakfast, and sewing supplies, and support innovative development demonstration projects for convenience stores.
  3. Adopt a method of subsidies instead of rewards to support chain convenience stores entering rural areas, and encourage enterprises to build a two-level chain convenience service system at the township (town) and village levels in rural areas.

Promoting "Streamline Administration, Delegate Power, and Improve Services" and Simplifying Registration Procedures

  1. Further simplify the registration and approval process. Chain convenience stores adopting the "one district, one license" model can apply for registration of multiple branches at one time, and the process will be completed within 3 working days.
  2. For convenience stores that use available space resources in communities, internal space resources of public service units such as schools and stadiums, and houses owned by municipal state-owned enterprises, gradually improve access registration.
  3. For convenience stores that carry simple food prepared and sold on site, the business scope can be marked as "food sales."

Reforming Business Licenses and Innovating Supervision Models

  1. Further simplify the procedures for food business licenses, compressing the review time for convenience store enterprises to obtain food business licenses to within 5 working days. Expand the variety of simple meals, improve the license restrictions on machine-made beverage preparation and sales projects; allow chain convenience store enterprises to engage in retail of Class B non-prescription drugs.
  2. Support convenience stores to carry comprehensive convenience service functions such as publications, audio-visual products, and agency collection and payment, to facilitate community residents.
  3. Formulate and implement the "Guiding Opinions on Improving Community Convenience Services by Using Container-type Smart Convenience Facilities" to support the development of new models of community convenience services.
  4. For convenience stores with an area of 300 square meters (including) or less, no longer conduct acceptance inspections and fire safety inspections before putting into use and operation of public gathering places, and strengthen daily supervision and management.

Standardizing Law Enforcement Inspections and Improving Service Levels

Strengthen training for grassroots staff responsible for licensing, supervision, and law enforcement, improve the level of grassroots staff, and ensure consistency in standards, procedures, and time limits in administrative licensing, daily supervision, and law enforcement inspections. Further transform the concept of governance, strengthen service, change from "blocking" to "dredging," actively innovate daily supervision methods, and improve the awareness and ability to serve enterprises.

Promoting Standardization and Upgrading and Cultivating Brand Advantages

  1. Formulate guidelines for setting up signboards for chain convenience stores, further clarify the location, size, form, color, lighting, and other elements of signboards for convenience store formats, and guide enterprises to set up signboards in a standardized manner.
  2. Guide chain convenience store enterprises to participate in the selection of Beijing's high-quality service stores, and support chain convenience store outlets to apply to become designated stores for departure tax refunds. Vigorously promote the application of electronic invoices in chain convenience store enterprises. Organize convenience store enterprises to participate in various consumption promotion activities in the commercial field to enhance the service image of brand convenience stores. Through continuous optimization of the business environment for convenience stores, within about three years, the number of chain convenience store outlets in the city will reach more than 6,000, and in principle, each community will have 2 chain convenience stores. In fact, convenience stores became a hot project in the capital market as early as last year, attracting numerous capital and players. According to the "2018 China Convenience Store Development Report," the convenience store industry grew at a rate of 23% in 2017, with more than 100,000 stores in the market and GMV reaching 190 billion yuan, with both store openings and same-store sales growing. In Beijing alone, there are currently players such as Bianlifeng, Quanshi, 7-ELEVEN, Lawson, and Wumart. Among them, Quanshi convenience stores have more than 400 outlets, and 7-ELEVEN has more than 200 outlets. Tech giants such as Tencent, Alibaba, and JD.com are all increasing their layout in the convenience store business. In April last year, JD.com announced the "Million JD Convenience Store Plan," stating that it would open 1 million JD convenience stores nationwide within the next five years.
