In the early morning of January 7, the People's Government of Baiyun District, Guiyang City, recently announced that it had carried out law enforcement and talks with a network group-buying platform regarding the low-price dumping of its products through subsidies, urging it to strictly comply with the 'Nine Prohibitions' requirements of the State Administration for Market Regulation regarding community group-buying business practices. It is reported that the Baiyun District Market Supervision Administration received a report from the local enterprise Wahaha Changsheng Beverage Co., Ltd., stating that a network group-buying platform was dumping its products at low prices through subsidies, disrupting the market and causing product backlog and sales obstruction. The Baiyun District Market Supervision Administration and the Longli County Market Supervision Administration in Qiannan Prefecture conducted a joint law enforcement inspection on December 25, 2020. After verification, it was found that the Wahaha unsweetened soda water sold on the network group-buying platform was being sold at prices lower than market prices. At the inspection site, law enforcement officers found 541 cases of Wahaha unsweetened soda water, of which 182 cases had incomplete product batch number markings on the outer packaging cartons, and the batch numbers sprayed on the bottles inside were also incomplete, suspected of being deliberately damaged. The Baiyun District Market Supervision Administration, together with the Longli County Market Supervision Administration, sealed the products with incomplete batch number markings on site and inspected and verified the platform's purchase ledgers, purchase invoices, and product qualification inspection reports. Subsequently, the Baiyun District Market Supervision Administration held talks with the person in charge of the network group-buying platform's Guizhou region and the person in charge of the warehouse provider, urging them to strictly comply with the 'Nine Prohibitions' requirements of the State Administration for Market Regulation regarding community group-buying business practices, strictly regulate business conduct, not abuse independent pricing rights to sell products below market or factory prices, not disrupt the normal market circulation order of product manufacturers and distributors, and reminding them not to damage the integrity of the outer packaging of products sold. Community group buying became a key investment area for major internet companies in 2020, but with the intensification of subsidies and price wars, offline retail formats such as vegetable markets and convenience stores were greatly impacted, and some suppliers publicly resisted due to the disruption of channel pricing systems. In December 2020, the State Administration for Market Regulation, together with the Ministry of Commerce, organized an administrative guidance meeting to regulate community group-buying order, attended by six internet platform companies including Alibaba, Tencent, JD.com, Meituan, Pinduoduo, and Didi. The meeting pointed out prominent issues such as low-price dumping and the resulting squeeze on employment in current community group buying, and required internet platform companies to strictly regulate community group-buying business practices and strictly comply with the 'Nine Prohibitions': no low-price dumping, no unfair competition, etc. The investigation by the Baiyun District Market Supervision Administration is the first implementation action by regulators after the introduction of the 'Nine Prohibitions' new regulation. However, the Baiyun District official announcement did not clearly identify the specific name of the community group-buying company under investigation. Important Conference Announcement!
