Recently, as a deputy to the National People's Congress (NPC), he revealed during the Two Sessions in Beijing that he is targeting the newly liberalized salt market for his second venture, aiming to forge a "salt dream."
According to local news from Shenqiu, Zhao Qisan will focus on mid-to-high-end salt series and high-end health salts. The first phase of production has already begun, with output expected to reach 3 billion yuan in the next three to five years.

Zhao Qisan admitted that while the state now allows cross-regional operation and free circulation and trading of salt, in reality, some places have not followed up or shared the dividends of salt reform, instead remaining complacent and self-imposed.
Currently, as salt reform enters the implementation stage, the National Development and Reform Commission and other relevant departments have begun encouraging provincial salt enterprises to become stronger and better, urging local governments to accelerate the formation of salt joint-stock companies, promote corporate listings, and create industry leaders with integrated production and sales and cross-provincial alliances. **However, in Deputy Zhao Qisan's view, China's salt industry suffers from heavy burdens, redundant personnel, and outdated mindsets.**
"Some people aim to protect their 'rice bowls,' but their actions are not beneficial to China's reform and development or the development of the salt industry," he said. "I urge the State Council and relevant central ministries to strengthen supervision, accelerate reform and restructuring, and activate China's salt industry through full market competition, so that more consumers can truly benefit."
