1. The Ministry of Public Security, the State Administration for Industry and Commerce, and other five ministries, as well as the Hunan Provincial Office for Handling Illegal Fundraising and other units, along with CCTV and other media, have repeatedly issued risk warnings about consumption rebate, especially the full consumption rebate model. Some consumption rebate platforms use "Internet + physical stores" and consumption rebate models, leveraging e-commerce, consumption rebate, financial mutual aid, charity, high-tech biological products, etc., to conduct online pyramid schemes and illegal fundraising. Their main characteristic is the involvement of third-party internet platforms in the transaction process between merchants and consumers, promising partial rebates on consumption amounts or offering equal points for cash consumption, inducing consumers to register as members and merchants to join the platform to return funds. Some platforms even fabricate wealth-creation stories like a "perpetual motion machine of wealth." Such consumption rebate models violate the laws of market economy, and their capital operations cannot be sustained in the long term. Once the capital chain breaks, participants' funds will face great risk.
2. In June 2012, Zhejiang's "Wanjia Shopping" platform collapsed overnight. Its agents were spread across 31 provinces, municipalities, and autonomous regions, covering more than 2,300 counties and cities, with an involved amount of 24.045 billion yuan. Its chairman, Ying Jiancheng, was sentenced to 15 years in prison and fined 2 million yuan by the Wucheng District Court of Jinhua City for organizing and leading pyramid scheme activities and intentional injury. The collapse left a huge debt black hole for affiliated merchants and consumers. **According to reports from higher authorities, the currently popular platforms such as "Maidianshangcheng" and "Yunlianhui" are very similar to the "Wanjia Shopping" platform of that time.**
