# Former Chairman of Guanshengyuan, Weng Mao, Dies Unexpectedly: How to Prove It Was Caused by a Monkey?

> On April 19, a tourist from Shanghai was fatally struck by a stone in Yuntai Mountain scenic area in Henan. The tourist was later confirmed to be Weng Mao, former chairman and general manager of Guanshengyuan (Group) Co., Ltd. On the morning of April 22, a reporter from China Business News contacted Pan Jianjun, head of the publicity department of Bright Food Group, Guanshengyuan's parent company.

Pan said that Weng Mao had indeed been a senior executive of Guanshengyuan but had retired many years ago. Regarding the online reports of his accidental death in Henan, Pan said the group had confirmed the news after receiving it, and that Weng Mao's accidental death was true.

The head of the board secretary office of Shanghai Maling also confirmed to China Business News that Weng Mao was indeed the former chairman of Guanshengyuan but had retired many years ago. "Mr. Weng made great contributions to the development of Guanshengyuan. We deeply regret his sudden passing," the official said.

China Business News learned from insiders that Weng Mao's family has been in contact with the scenic area authorities at the site. The family has made a claim for compensation, which may exceed 1 million yuan. The tourism industry has raised questions: How can the scenic area prove that a stone kicked off by a monkey hit Weng Mao? Even if that were the case, the scenic area still has safety management hazards.

**Accidental Death**

Recently, a report from the Yuntai Mountain Scenic Area Management Bureau, titled "Report on the Death of Tourist Weng Mao Struck by a Stone in the Scenic Area," circulated online. It stated that at approximately 9:25 a.m. on April 19, a safety officer at Xiaozhaigou received a notice that a tourist (Weng Mao) had been struck on the head by a stone kicked off by a monkey on the steps below the pavilion on the return path of Xiaozhaigou. The scenic area immediately called 120, and after simple bandaging by scenic area medical staff, Xue Jie, the head of Xiaozhaigou Management Office, and others assisted emergency personnel in sending the tourist to Xiuwu County People's Hospital for rescue, but he died despite treatment. The tour guide had notified his family. Next, the scenic area will discuss aftercare matters with the family.

According to the report, Weng was 67 years old and from Shanghai. By comparing ID numbers, the ID number of the deceased Weng Mao matched that of the executive Weng Mao mentioned in the announcement of Shanghai Maling (600073.SH), a listed company under Bright Food Group, when it acquired Guanshengyuan.

In December 2010, Shanghai Maling announced a proposed private placement of 134.2 million shares to acquire 1.5 billion yuan of assets from Bright Food Group, including Aisen Meat Food and Guanshengyuan Group. At that time, Guanshengyuan Group's net profit for the first three quarters of 2010 reached 48.669 million yuan, 12.6 times Shanghai Maling's net profit for the same period, greatly boosting Shanghai Maling's profitability. Guanshengyuan's rapid development was inseparable from Weng Mao's years of management.

**Driving Guanshengyuan's Performance to Grow Dozens of Times**

Guanshengyuan is a time-honored food enterprise in Shanghai with nearly a century of history. It owns two well-known Chinese trademarks: "Guanshengyuan" and "White Rabbit." It mainly produces and operates five major categories with thousands of products, including White Rabbit candy, Guanshengyuan bee products, health products, flour products, Huatuo Shiqun wine, and Foshou condiments.

As the general manager of the time-honored enterprise Guanshengyuan, Weng Mao, through bold reforms and innovation during his tenure, transformed the enterprise from one that only produced candy and honey into a large, well-known food group with five major categories and hundreds of products. Sales revenue grew from 290 million yuan to 6.5 billion yuan. At a time when state-owned enterprises, especially those in competitive industries, were struggling, Weng Mao played an indispensable role in Guanshengyuan's growth and success.

In 2010, during the internal restructuring of Bright Food Group, the operating assets of its subsidiary Guanshengyuan Group were injected into another Bright Food Group company, Shanghai Maling. Weng Mao retired the same year.

Regarding Weng Mao's misfortune, the head of the board secretary office of Shanghai Maling told reporters: "Many investors have consulted us about this today. We deeply regret Mr. Weng's passing, and we also inform investors that Mr. Weng retired many years ago and currently holds no position in Guanshengyuan under Shanghai Maling."

Insiders said that in the past two days, Guanshengyuan had learned of the news and expressed shock and regret. After retirement, Mr. Weng was in good health and loved photography, often participating in photography class activities.

**Monkey Kicking Stone? Scenic Area Responsibility?**

Public information from Yuntai Mountain Scenic Area shows that Xiaozhaigou, also known as Tanpu Gorge, has towering mountains and multiple waterfalls, making it a key attraction in the Yuntai Mountain Scenic Area. Yuntai Mountain is a national macaque nature reserve, with numerous wild macaque communities in the scenic area. In fact, not far from Xiaozhaigou is the well-known Macaque Valley scenic spot. Macaques are second-class protected animals in China.

"At the time, a group of people were walking in the scenic area when suddenly a man fell to the ground. At first, everyone thought he might have had a sudden illness, but then they saw blood on his head. He fainted on the spot. Then scenic area staff called 120, but he died despite treatment. The man was in his 60s. His family arrived at the scene that same day to handle the aftermath. The family is now negotiating compensation with the scenic area, and for now it does not involve the travel agency. But perhaps the scenic area wants to share responsibility, so it made the incident public," an insider said.

Subsequently, tourism industry insiders raised questions: How can it be determined that a monkey kicked the stone? Could it be that the mountain was unstable and caused the stone to fall? How can the true situation be proven? After an accident in the scenic area, the scenic area only then organized staff to check for hazards—isn't that a kind of hindsight? In most valley-type scenic areas, due to weathering and rainwater erosion, falling rocks are common, and scenic areas routinely handle such incidents. Most scenic areas place warning signs in dangerous sections and even install protective facilities. Did Yuntai Mountain Scenic Area pay enough attention to effective safety measures?

On April 22, China Business News contacted tourists who were traveling in Yuntai Mountain Scenic Area. Most tourists revealed that they rarely saw monkeys there. "It is said that monkeys are centrally managed, and only a very few monkeys are allowed to roam freely," one tourist said.

"Regardless of whether it was caused by a monkey, this is an accident that happened in the scenic area, and the scenic area cannot avoid all responsibility. If it was caused by a monkey, then it is a management loophole in the scenic area; if it was not caused by a monkey, then it is a problem with the scenic area's maintenance of the mountain or facilities," said Wei Changren, chief analyst at Jinglv Consulting.

Insiders revealed that Weng Mao had purchased travel accident insurance before his trip, with a coverage of 400,000 yuan. According to normal procedures, in the event of such an accident, his family should be able to receive the corresponding accident insurance compensation. Currently, Weng Mao's family has been in contact with the scenic area authorities at the site. The family has made a claim for compensation, which may exceed 1 million yuan.

As of press time, the scenic area had not yet responded.

"In the tourism industry, travel accident insurance is a topic. In the past, people were mostly unwilling to buy accident insurance, but now there has been progress, and many tourists buy it. However, the safety management and insurance systems of scenic areas are not yet perfect. We all know that Chinese scenic areas rely solely on ticket revenue, so profits are not high, and scenic area maintenance requires a lot of funds, possibly ranging from millions to tens of millions of yuan per year. Therefore, it is possible that some scenic areas lack maintenance to save costs. In addition, some scenic areas include travel accident insurance in ticket or cable car ticket prices, so that in the event of an accident, compensation can be paid normally. But most scenic areas lack insurance awareness, and if an accident occurs, compensation becomes a problem," Wei Changren admitted.
