# Continuous Tracking: Three Fake Seasoning Dens in Tianjin Busted, and How Bribery Can Make It Go Away...

> A media undercover investigation revealed that in Duliu Town, Jinghai District, Tianjin, dozens of counterfeit seasoning workshops operate in ordinary homes, producing large quantities of fake branded seasonings daily. These products are distributed nationwide via logistics or direct delivery, with an annual output value in the hundreds of millions and a history of over a decade. In response, the China Food and Drug Administration has taken action, and local authorities have already raided three sites and detained seven suspects.

A recent undercover media investigation found that in Duliu Town, Jinghai District, Tianjin, dozens of counterfeit workshops are clustered in ordinary residential homes, producing large quantities of fake branded seasonings daily. These fake seasonings are distributed through logistics or direct delivery to Beijing, Shanghai, Anhui, Jiangxi, Fujian, Shandong, Sichuan, Heilongjiang, Xinjiang, and other regions nationwide, with an annual output value in the hundreds of millions and a history of over a decade.

**In response to the media report, the China Food and Drug Administration has responded**

△ On January 16, law enforcement officers at a counterfeit soy sauce workshop seized materials that filled five trucks.

**Three seasoning processing dens have been seized in Jinghai District, Tianjin**

On the 16th, Tianjin urgently mobilized over 80 personnel to form a joint law enforcement team, which went to Duliu Town for a special inspection. By the afternoon of that day, three seasoning processing dens had been legally raided, seizing 4 boxes (18.4 kg) of Wang Shouyi Thirteen Spices, over 4,000 liters of counterfeit soy sauce and vinegar, and filling machines.

**On the afternoon of the 16th, Vice Mayor Sun Wenkui arrived at Jinghai to direct operations and gave instructions:** A working group should be established to conduct a thorough, dragnet-style investigation of all villages and streets in Duliu Town, focusing on whether product quality is up to standard, whether production processes meet requirements, and whether the scope of production and sales is legal, ensuring that every village and household is covered. Illegal business operators must be shut down. Counterfeit and substandard products from involved enterprises and merchants should be sealed according to law to prevent them from entering the market. Those suspected of illegal activities should be handled by public security authorities. The procurement, processing, and logistics links of counterfeit and substandard products should be tracked from multiple angles to recover the products in a timely manner. In accordance with the requirements of the main leaders of the Municipal Party Committee and Municipal Government, a food and drug safety inspection should be initiated. Leaders of the Municipal Market Supervision Commission visited the site twice to guide, requiring strict handling according to law and regulations.

Jinghai District subsequently established a disposal leading group, organizing over 100 people into 7 groups to conduct household-by-household inspections of 28 villages and streets in Duliu Town, while reporting to the Ministry of Public Security and the CFDA inspection team. **As of 24:00 that night, public security authorities had detained 7 suspects.**

Next, Jinghai District and relevant municipal departments will accelerate verification of the situation, file cases for investigation of criminal clues, and promptly disclose the results of investigations and handling to the public.

**Duliu Town's Seasoning Counterfeiting History Spans Over a Decade**

Duliu Town is a famous "vinegar town" in northern China. Duliu old vinegar is one of the three traditional famous vinegars, alongside Shanxi aged vinegar and Zhenjiang aromatic vinegar, first created during the Yongle period of the Ming Dynasty and becoming a tribute to the imperial court in the early Kangxi period of the Qing Dynasty. Currently, the town hosts several well-known vinegar enterprises with brands such as "Tianli," "Heli," and "Shanli."

According to local insiders, the seasoning counterfeiting industry in Duliu has a history of over a decade. Initially, some workshops processed counterfeit branded old vinegar for sale, "and as they grew, they expanded to other fake seasonings, gradually forming a cluster."

△ At a fake vinegar workshop in Duliu Town, Tianjin, there were many labels for fake "Duliu Vinegar" and "Shanxi Aged Vinegar."

Since 2002, Wang Shouyi Thirteen Spices Seasoning Group Co., Ltd. (hereinafter referred to as Thirteen Spices), based in Zhumadian, Henan, has been fighting counterfeiters in Duliu Town for 14 years.

**"Duliu Town can be said to be a center for seasoning counterfeiting in the north."** A person in charge of anti-counterfeiting at a well-known seasoning manufacturer, who has been fighting counterfeits in Duliu for over a decade, said that based on their years of anti-counterfeiting efforts, the scale of counterfeiting in Duliu is very large nationwide. Moreover, over time, sustained anti-counterfeiting efforts have not eradicated the dens but have instead intensified.

△ On the evening of January 4, at the Fujian line of Tianjin Xingda Logistics Park, small trucks transported hundreds of fake seasonings from various dens to this location. That night, these fake goods were loaded and dispatched to Fujian.

**Counterfeit Dens Begin to Shift to Surrounding Villages and Towns**

In the game against manufacturers' anti-counterfeiting efforts, counterfeiters have been constantly changing strategies.

**A person in charge of anti-counterfeiting at a famous seasoning manufacturer introduced** that current counterfeit dens are harder to crack. These family workshops are more dispersed, no longer concentrated in Duliu Town, and have begun to shift to surrounding villages and towns, with processing locations easily changed. Their shipping times are no longer fixed, often occurring after law enforcement hours. Some previously shut down counterfeiters have changed roles, no longer directly counterfeiting but instead producing bulk unbranded seasonings, from which other counterfeiters purchase raw materials to label.

**Multiple manufacturers' anti-counterfeiting personnel stated** that clues about Duliu Town's counterfeit dens mostly come from insider reports, which adds difficulty to anti-counterfeiting efforts. "Without reported clues, relying solely on our manufacturers to investigate might not find them at all." These dens are deeply hidden among ordinary homes, with high walls around the courtyards, and even black plastic sheets on the walls for cover. Unless someone is familiar with the situation, even daily inspections of Duliu Town would make it difficult to find the counterfeiting sites.

△ On January 2, near Xinfadi Market, a counterfeiter from Duliu Town showed reporters a sample of fake "Jiale Spicy Fresh Dew," with some fake seasonings delivered directly to Beijing.

**Police Raiding Counterfeiters Were Surrounded by Hundreds of People**

Since 2005, local Tianjin media have publicly reported on counterfeit branded seasoning dens in Duliu Town, and local industry and commerce, quality inspection, and other departments have repeatedly raided these dens. In recent years, reports of raiding counterfeit dens during law enforcement inspections by municipal and district regulatory authorities have frequently appeared in the press.

**The anti-counterfeiting head of Thirteen Spices introduced that they mainly rely on public security authorities, supplemented by industry and commerce and technical supervision departments.** "As long as our clues are reliable, public security authorities are cooperative, but contacting the economic crime investigation department usually takes over an hour, and after completing the relevant documents and procedures, going to the police station, and the police station preparing, it takes over three hours in total. By the time we arrive at the counterfeit den, the people and goods are long gone. This happens often."

According to this person's recollection, in 2012, someone reported a counterfeit "Thirteen Spices" den near Shengchan Street in Duliu Town. They went several times to scout and track, confirmed the situation, then went to Duliu Town Police Station, waited an hour, and when they arrived, the yard had already been cleaned spotless. "They wouldn't let us leave, saying we were falsely accusing them. We and the police were trapped in the yard by over a hundred people. Later, we called 110 to report to the municipal inspectors, and only then were we rescued. We went in the afternoon and weren't released until 3 a.m. the next day."

Over 14 years of anti-counterfeiting, Thirteen Spices has uncovered 26 counterfeit dens in Duliu Town and other townships in Jinghai District, but generally, the dens were shut down, the fake goods taken away, and the people not caught, with only two counterfeiters sentenced to prison.

△ On January 11, in Duliu Town, Tianjin, at a villager's home producing fake soy sauce, three cameras were installed just outside a wall.

**Paying Off "Informants": Counterfeiting Busted, Settled for 2,000 Yuan**

At around 11 a.m. on January 10, a reporter had arranged to meet a counterfeiter in Duliu Town, but the other party suddenly said that an "informant" he had paid off told him there would be inspections in the next two days, so he needed to move goods from several points and couldn't meet or ship.

**Regarding "paying off connections," this counterfeiter said it was common locally: "As long as you have money, nothing can't be settled. Last week, one of my vinegar production points was inspected, and I settled it for 2,000 yuan."**

**Fighting Fakes While "Feeding" Fakes: 2,000 Yuan for Six Months of Safety**

Anti-counterfeiting continues, but so does counterfeiting. In Duliu Town, there is a strange phenomenon: some anti-counterfeiting personnel are both fighting fakes and "feeding" fakes. Several insiders in the counterfeiting industry in Duliu said that some manufacturers' anti-counterfeiting personnel, upon finding a counterfeit den or discovering fake goods at a logistics company, don't actually take action; counterfeiters can pay them off to be left alone.

On December 30 last year, when a reporter contacted a counterfeiter to buy goods, the other party said that someone claiming to be a manufacturer's anti-counterfeiting personnel had come to the den and demanded money. **"He came in and said, 'Give me 2,000 yuan and you'll be safe for six months,' then took photos of the scene to fake an anti-counterfeiting operation to complete his task."**

**Another counterfeiter told reporters** that this situation is not uncommon: "When you encounter it, just give some money. We previously..."

Several well-known seasoning manufacturers' anti-counterfeiting heads explained that some manufacturers don't have their own anti-counterfeiting personnel but hire specialized anti-counterfeiting companies to handle it. "For example, they hire a certain number of people in North China, with monthly quotas for anti-counterfeiting cases. Without counterfeiters, the tasks can't be completed, which brings negative effects, leading to a symbiosis between anti-counterfeiting and counterfeiting, forcing anti-counterfeiting personnel to 'feed' fakes."
