# China's 303 Prefecture-Level Cities Economic Report: GDP Showdown, Where Does Your Hometown Rank?

For local economic and fiscal conditions, we selected Gross Domestic Product (GDP) and general budget revenue as indicators, with data sources including but not limited to provincial and municipal Government Work Reports, Statistical Bulletins on National Economic and Social Development, Reports on 2016 Budget Execution and 2017 Draft Budget, Economic Operation Bulletins, and publicly released information from finance and statistics departments.
As of April 2017, there were 303 prefecture-level cities nationwide, which we categorized into six regions: North China, Northeast, East China, Central-South, Southwest, and Northwest.
**National Overview of Prefecture-Level City Fiscal and Economic Conditions**
From the perspective of GDP growth rates of prefecture-level cities in 2016, based on published data, it can be found that the six regions with negative GDP growth were all in Liaoning Province: Tieling, Anshan, Chaoyang, Shenyang, Jinzhou, and Dandong. Additionally, six prefecture-level cities in Liaoning did not publish GDP growth rates, but based on the published GDP, the nominal growth rates were all negative, with an average negative growth of 13.5%. Furthermore, 27 prefecture-level cities had GDP growth rates below 6%.
There were 246 prefecture-level cities with GDP growth rates equal to or greater than 6.7% (the national growth rate), accounting for over 80%, of which 29 cities had GDP growth rates equal to or greater than 10%.
From the perspective of year-on-year growth rates of general public budget revenue in 2016, 56 prefecture-level cities had negative fiscal revenue growth, involving 18 provinces. Among them, Guangdong Province had the most with 8 cities, followed by Shanxi (7), Jiangsu (6), Jiangxi (6), Heilongjiang (5), Shaanxi (4), and Liaoning (3).
There were 200 prefecture-level cities with fiscal revenue growth rates equal to or greater than 4.5% (the national growth rate), accounting for 66%, of which 75 cities had fiscal revenue growth rates equal to or greater than 10%.
**North China Region**
**Inner Mongolia Autonomous Region (9 cities)**
In 2016, the cities with GDP exceeding 300 billion yuan in Inner Mongolia were Ordos (441.79 billion), Baotou (386.76 billion), and Hohhot (328 billion); cities below 100 billion yuan were Ulanqab (93.89 billion), Bayannur (91.54 billion), and Wuhai (57.22 billion). **The average GDP growth rate for the region was 7.2%. Among them, Hohhot (7.7%), Baotou (7.6%), and Tongliao (7.4%) ranked in the top three; Ulanqab (6.8%) and Wuhai (6.8%) tied for last place.**
In terms of general budget revenue, Ordos (45.1 billion), Baotou (27.12 billion), and Hohhot (26.97 billion) ranked in the top three; Wuhai (8.156 billion), Bayannur (6.995 billion), and Ulanqab (5.668 billion) ranked in the bottom three. **The top three in budget revenue growth were Hohhot (9%), Baotou (7.49%), and Chifeng (6.9%); the bottom three were Ulanqab (2.8%), Wuhai (1.3%), and Ordos (1.1%).**
**Northeast Region**
The prefecture-level cities in the Northeast include Liaoning Province (14 cities), Jilin Province (9 cities), and Heilongjiang Province (12 cities).
**Liaoning Province (14 cities)**
In 2016, among the total GDP of Liaoning Province, only Dalian (823.4 billion) and Shenyang (678.2 billion) exceeded 300 billion yuan; half of the province's cities had GDP below 100 billion yuan. Most cities in Liaoning did not publish GDP growth rates. From the published data, **except for Dalian (6.5%) and Huludao (0.3%) which achieved positive growth, other cities had negative GDP growth. Anshan (-9.29%) saw a decline of nearly 10%, and Shenyang also had a decline of 6.72%, falling back to 700 billion yuan from last year's 727.231 billion.**
In terms of general budget revenue, Shenyang (62.095 billion), Dalian (61.19 billion), and Anshan (13.3 billion) ranked in the top three; Chaoyang (5.102 billion), Tieling (4.643 billion), and Fuxin (3.58 billion) ranked in the bottom three. **The city with the fastest budget revenue growth was Jinzhou (11%), exceeding 10%; Huludao (6.3%) and Panjin (5.7%) ranked second and third; Tieling (-7.7%), Chaoyang (-6.8%), and Fuxin (-3.5%) had negative budget revenue growth.**
**Heilongjiang Province (12 cities)**
In 2016, the top two cities in total GDP in Heilongjiang were Harbin (610.16 billion) and Daqing (261 billion), both exceeding 200 billion yuan; Hegang (27.2 billion), Yichun (25.12 billion), and Qitaihe (21.5 billion) ranked in the bottom three, all below 30 billion yuan. **In terms of GDP growth, only Harbin (7.3%) and Suihua (6.7%) reached the national average level; other cities were below the 6.7% average. Yichun (1%), Hegang (0.5%), Qitaihe (1.7%), and Daqing (1.7%) were even below 2%.**
In terms of general public budget revenue, Harbin (37.62 billion) fell back to 40 billion, ranking first in the province; Daqing (13.02 billion) exceeded 10 billion, ranking second; Hegang (1.78 billion) and Yichun (1.4 billion) had revenue below 2 billion, ranking last two. **In terms of revenue growth, Mudanjiang (14.2%), Hegang (13.9%), and Shuangyashan (11.5%) all exceeded 10%; in contrast, Qitaihe (-10.4%), Harbin (-7.7%), Yichun (-1.5%), and Suihua (-0.74%) had negative budget revenue growth.**
**East China Region**
The prefecture-level cities in East China include Jiangsu Province (13 cities), Zhejiang Province (11 cities), Anhui Province (16 cities), Fujian Province (9 cities), Jiangxi Province (11 cities), and Shandong Province (17 cities).
**Jiangsu Province (13 cities)**
In 2016, among the total GDP of Jiangsu Province, Suzhou (1547.509 billion) and Nanjing (1050.302 billion) ranked in the top two, both exceeding 1 trillion yuan; Lianyungang (237.648 billion) and Suqian (235.1 billion) ranked last two, both below 300 billion yuan. **The province's GDP growth rate reached 9.6%, far above the national average. Among them, Suqian (10.6%) and Nantong (10.08%) exceeded 10%; Nanjing (8%) and Wuxi (7.5%) ranked last two, but still above the national 6.7%.**
In terms of budget revenue, Suzhou (173 billion) and Nanjing (114.26 billion) still ranked in the top two, with general budget revenue exceeding 100 billion yuan; Zhenjiang (29.301 billion), Suqian (23.82 billion), and Lianyungang (21.147 billion) ranked in the bottom three, all below 30 billion yuan. **Budget growth was highly polarized: Nanjing (12%), Suzhou (10.8%), and Suqian (10.8%) had growth above 10%; while Lianyungang (-27.5%), Yancheng (-13.5%), Huai'an (-9.9%), Nantong (-5.67%), Zhenjiang (-3.25%), and Xuzhou (-2.75%) had negative growth.**
**Zhejiang Province (11 cities)**
In 2016, among the total GDP of Zhejiang Province, Hangzhou ranked first with 1105.049 billion yuan, Ningbo (854.111 billion) and Wenzhou (504.54 billion) ranked second and third; Quzhou (124.549 billion), Zhoushan (122.851 billion), and Lishui (120.022 billion) ranked last three, all below 150 billion yuan. **In terms of growth, Zhoushan ranked first with 11.3%, Hangzhou (9.5%) and Wenzhou (8.4%) ranked second and third; Shaoxing (5.5%) ranked last.**
In terms of budget revenue, Hangzhou (140.2 billion) and Ningbo (111.45 billion) ranked first and second with totals above 100 billion yuan; consistent with GDP rankings, Quzhou (10.256 billion), Zhoushan (12.032 billion), and Lishui (10.357 billion) still ranked in the bottom three. **In terms of budget growth, Hangzhou (13.2%), Taizhou (10.7%), Ningbo (10.5%), and Zhoushan (10.1%) ranked in the top four, all with growth above 10%; Shaoxing ranked last with 7.3%.**
**Anhui Province (16 cities)**
In 2016, the top two cities in total GDP in Anhui Province were Hefei (627.43 billion) and Wuhu (269.94 billion), both exceeding 200 billion yuan; Chaohu (24.77 billion), Huangshan (53.09 billion), Chizhou (54.474 billion), Huaibei (76.039 billion), Tongling (96 billion), and Huainan (96.38 billion) had GDP below 100 billion yuan. **In terms of GDP growth, Fuyang (10.61%), Bengbu (10.59%), and Hefei (10.08%) exceeded 10%; except for Huaibei (5%), all other cities had GDP growth above 6.7%.**
In terms of public budget revenue, Hefei ranked first with 61.485 billion yuan; Wuhu ranked second with 29.8 billion yuan; the bottom three were Chaohu (2.81 billion), Huaibei (5.918 billion), Chizhou (7.145 billion), Huangshan (7.579 billion), and Bozhou (8.7 billion), all with budget revenue below 10 billion yuan. **In terms of budget growth, except for Huaibei (-1.75%) and Chizhou (-0.63%), all other cities had positive growth; half of the cities had growth above 10%, with Anqing reaching 29.4%.**
**Fujian Province (9 cities)**
In 2016, four cities in Fujian Province had GDP exceeding 300 billion yuan: Quanzhou (664.66 billion), Fuzhou (619.777 billion), Xiamen (378.425 billion), and Zhangzhou (312.534 billion); only Nanping (145.774 billion) had GDP below 150 billion yuan. **All cities had GDP growth above 6.7%, with the highest being Fuzhou (10.32%) and the lowest being Nanping (6.8%).**
In terms of general budget revenue, three cities exceeded 40 billion yuan: Xiamen (64.79 billion), Fuzhou (59.891 billion), and Quanzhou (42.4 billion); only Sanming (9.47 billion) had revenue below 10 billion yuan. **The top three in budget revenue growth were Fuzhou (11.7%), Quanzhou (9.2%), and Xiamen (8.6%); the bottom three were Putian (0.1%), Ningde (-3.3%), and Nanping (-4.03%).**
**Jiangxi Province (11 cities)**
In Jiangxi Province, Nanchang (435.499 billion), Ganzhou (219.433 billion), and Jiujiang (209.61 billion) had GDP exceeding 200 billion yuan in 2016; Pingxiang (99.828 billion), Jingdezhen (84.015 billion), and Yingtan (69.535 billion) had GDP below 100 billion yuan. **In terms of GDP growth, all prefecture-level cities in Jiangxi had growth rates between 8.6% and 10%, all above the national 6.7% level.**
In terms of general budget revenue, Nanchang ranked first with over 40 billion yuan (40.22 billion); Jiujiang (26.05 billion) and Ganzhou (25.84 billion) ranked second and third; Xinyu (9.574 billion), Jingdezhen (8.87 billion), and Yingtan (8.162 billion) ranked in the bottom three. In terms of budget growth, Nanchang led all other cities with 11.6%. **Six cities in Jiangxi had negative budget revenue growth: Pingxiang (-0.50%), Yingtan (-1.70%), Jingdezhen (-2.08%), Ji'an (-2.90%), Xinyu (-3.10%), and Fuzhou (-3.20%).**
**Central-South Region**
The prefecture-level cities in the Central-South region include Henan Province (17 cities), Hubei Province (12 cities), Hunan Province (14 cities), Guangdong Province (21 cities), Guangxi Zhuang Autonomous Region (14 cities), and Hainan Province (3 cities).
**Henan Province (17 cities)**
In 2016, the top three cities in total GDP in Henan Province were Zhengzhou (792 billion), Luoyang (374 billion), and Nanyang (273.75 billion); the bottom three were Hebi (76.941 billion), Luohe (107.794 billion), and Puyang (142.4 billion). In terms of GDP growth, **all prefecture-level cities in Henan had growth rates between 7.2% and 8.7%, with the highest being Puyang (8.7%) and the lowest being Pingdingshan (7.2%).**
In terms of general budget revenue, Zhengzhou (101.1 billion) exceeded 100 billion yuan, far above other cities in the province. Xinyang (9.465 billion), Luohe (7.6 billion), Puyang (7.216 billion), and Hebi (5.56 billion) had budget revenue below 10 billion yuan. **In terms of budget revenue growth, Xinyang (18.4%), Zhengzhou (14.3%), Luohe (11%), and Kaifeng (10.2%) all had growth above 10%; Puyang (-4.9%) was the only city in Henan with negative budget revenue growth.**
**Hubei Province (12 cities)**
In 2016, the top three cities in total GDP in Hubei Province were Wuhan (1191.261 billion), Yichang (370.94 billion), and Xiangyang (365 billion), all exceeding 300 billion yuan, with Wuhan approaching 1.2 trillion yuan. Suizhou (85.218 billion) and Ezhou (79.782 billion) ranked last two, both below 100 billion yuan. **In terms of GDP growth, the top three were Huanggang (9.4%), Xiangyang (9.24%), and Shiyan (8.9%); the bottom three were Xianning (7.6%), Jingzhou (7.3%), and Huangshi (7.2%).**
In terms of general fiscal budget revenue, cities exceeding 30 billion yuan were Wuhan (132.21 billion), Xiangyang (32.07 billion), and Yichang (30.004 billion); cities below 10 billion yuan were Jingmen (9.17 billion), Xianning (8.3 billion), Ezhou (5.295 billion), and Suizhou (4.555 billion). **In terms of budget revenue growth, nearly half of the prefecture-level cities in Hubei had growth above 10%, with Huanggang ranking first at 17.4%. In contrast, Yichang (-11.52%) and Xiangyang (-5.43%) had negative budget revenue growth in 2016.**
**Hunan Province (14 cities)**
In 2016, the top three cities in total GDP in Hunan Province were Changsha (925 billion), Yueyang (312.3 billion), and Changde (295.554 billion), with Changsha approaching 1 trillion yuan and Changde approaching 300 billion yuan; the bottom three were Loudi (129.166 billion), Huaihua (127.325 billion), and Zhangjiajie (50 billion), all below 150 billion yuan. **In terms of GDP growth, all prefecture-level cities in Hunan were above 7.5%, with Loudi (10.61%) and Yongzhou (10.41%) exceeding 10%.**
In terms of general budget revenue, the top three cities were Changsha (74.126 billion), Yueyang (33.08 billion), and Zhuzhou (31.28 billion), all exceeding 30 billion yuan; the bottom three were Yiyang (10.711 billion), Loudi (10.458 billion), and Zhangjiajie (5.032 billion), with all except Zhangjiajie exceeding 10 billion yuan. **In terms of budget revenue growth, the top three were Yongzhou (14.42%), Zhangjiajie (11.9%), and Huaihua (11%), all above 10%; the bottom three were Chenzhou (6.9%), Hengyang (6.15%), and Yiyang (2.38%).**
**Guangdong Province (21 cities)**
In 2016, the top two cities in total GDP in Guangdong Province were Guangzhou (1950 billion) and Shenzhen (1949.26 billion), both approaching 2 trillion yuan; Foshan (860 billion) ranked third, exceeding 800 billion yuan; in contrast, Chaozhou (97.8 billion), Heyuan (88.97 billion), Shanwei (82.849 billion), and Yunfu (77.07 billion) had GDP below 100 billion yuan. **In terms of GDP growth, Shantou ranked first with 11.38%, Guangzhou (9.4%) and Zhuhai (9.4%) tied for second; Shaoguan (5.95%) and Zhaoqing (5.79%) ranked last two, with growth below 6.7%.**
In terms of budget revenue, Shenzhen ranked first with 313.6 billion yuan, and Guangzhou (139.38 billion) ranked second, also exceeding 100 billion yuan; cities with budget revenue below 10 billion yuan included Qingyuan (9.563 billion), Zhaoqing (9.169 billion), Shaoguan (8.5 billion), Jieyang (7.378 billion), Heyuan (6.824 billion), Yangjiang (5.794 billion), Yunfu (5.74 billion), Chaozhou (4.62 billion), and Shanwei (3.078 billion). **In terms of budget revenue growth, Shenzhen (15%) and Foshan (12.32%) ranked in the top two, both exceeding 10%; Zhaoqing (-34.6%) and Yangjiang (-11.4%) ranked last two, with fiscal budget revenue decreasing by more than 10%.**
**Guangxi Zhuang Autonomous Region (14 cities)**
In 2016, the top three cities in total GDP in Guangxi were Nanning (370.339 billion), Liuzhou (247.694 billion), and Guilin (207.4 billion), all exceeding 200 billion yuan; the bottom three were Fangchenggang (67.61 billion), Hechi (65.718 billion), and Hezhou (51.822 billion), all below 100 billion yuan. **In terms of GDP growth, the top two were Fangchenggang (9.1%) and Qinzhou (9%); the bottom two were Hechi (4.9%) and Laibin (3.9%), with growth below 5%.**
In terms of general budget revenue, the top three were still Nanning (31.276 billion), Liuzhou (15.916 billion), and Guilin (14.533 billion); the bottom three were Chongzuo (4.076 billion), Hezhou (3.242 billion), and Laibin (3.032 billion). **In terms of budget revenue growth, the top three were Hezhou (11.91%), Guigang (11.9%), and Hechi (10.86%), all above 10%; the bottom three were Laibin (0.1%), Qinzhou (-1.68%), and Chongzuo (-18.7%).**
**Hainan Province (3 cities)**
In 2016, the GDP of Haikou, Sanya, and Danzhou were 125.87 billion, 47.8 billion, and 25.878 billion yuan, respectively; growth rates were 7.7%, 7.5%, and 7.7%. General budget revenues were 11.55 billion, 8.96 billion, and 2.014 billion yuan, with growth rates of 11.2%, 0.77%, and 25.64%, respectively.
**Southwest Region**
The prefecture-level cities in the Southwest include Sichuan Province (18 cities), Guizhou Province (4 cities), Yunnan Province (10 cities), and Tibet Autonomous Region (3 cities).
**Sichuan Province (18 cities)**
In 2016, among the total GDP of Sichuan Province, Chengdu (1217.023 billion) ranked first with over 1.2 trillion yuan, while all other cities were below 200 billion yuan; Ziyang (94.344 billion), Guangyuan (66.001 billion), Ya'an (54 billion), and Bazhong (53.9 billion) had GDP below 100 billion yuan. **In terms of GDP growth, Suining ranked first with 10.12%, Luzhou (9.49%) and Nanchong (8.92%) ranked second and third; Bazhong (7.6%), Dazhou (7.5%), and Guang'an (7.26%) ranked in the bottom three.**
In terms of general budget revenue, Chengdu exceeded 100 billion yuan, while all other cities in the province were below 15 billion yuan; Zigong (4.87 billion), Ziyang (4.668 billion), Bazhong (4.429 billion), Guangyuan (4.057 billion), and Ya'an (3.218 billion) had budget revenue below 5 billion yuan. **In terms of budget revenue growth, nearly half of the cities had growth above 10%, while Ziyang (-24.43%) saw a decrease of more than 20% in general budget revenue in 2016.**
**Guizhou Province (4 cities)**
The GDP of the four cities in Guizhou were 315.77 billion, 131.37 billion, 240.394 billion, and 70.135 billion yuan; growth rates were 11.7%, 0.12%, 10.87%, and 12.14%. The general budget revenues of the four cities were 13.369 billion, 18.75 billion, 7.532 billion, and 53 billion yuan; growth rates were 4.4%, 3.7%, 8%, and 13%.
**Yunnan Province (10 cities)**
In 2016, the top three cities in total GDP in Yunnan Province were Kunming (430.043 billion), Qujing (177.511 billion), and Honghe (133.679 billion), all above 130 billion yuan; the bottom three were Pu'er (56.804 billion), Lincang (55.235 billion), and Lijiang (31.018 billion), all below 60 billion yuan. The top three in GDP growth were Baoshan (11%), Pu'er (10.2%), and Honghe (10.1%); Lijiang (7%) ranked last, being the only city in Yunnan with growth below 8%.
In terms of general budget revenue, the top three were Kunming (53 billion), Honghe (13.31 billion), and Yuxi (13.11 billion), all above 10 billion yuan; Lijiang (4.824 billion) and Lincang (3.195 billion) ranked last two, both below 5 billion yuan. **In terms of budget revenue growth, Baoshan ranked first with 10.1%; Lincang ranked last with -16.05%, being the only city in Yunnan with negative budget revenue growth.**
**Tibet Autonomous Region (3 cities)**
In 2016, the GDP of Lhasa, Nyingchi, and Qamdo were 42.2 billion, 12 billion, and 15.4 billion yuan; growth rates were 12%, 14.2%, and 15.9%.
In 2016, Nyingchi's general budget revenue was 1.06 billion yuan, with a growth rate of 22.9%; Qamdo's general budget revenue was 1.025 billion yuan.
**Northwest Region**
The prefecture-level cities in the Northwest include Shaanxi Province (10 cities), Gansu Province (12 cities), Qinghai Province (3 cities), Ningxia Hui Autonomous Region (5 cities), and Xinjiang Uygur Autonomous Region (10 cities).
**Shaanxi Province (10 cities)**
In 2016, the top three cities in total GDP in Shaanxi Province were Xi'an (625.718 billion), Yulin (277.305 billion), and Xianyang (239.607 billion), all above 200 billion yuan; the bottom three were Ankang (85.2 billion), Shangluo (69.93 billion), and Tongchuan (31.161 billion), all below 100 billion yuan. **In terms of GDP growth, the top two were Ankang (11.3%) and Shangluo (10%), both exceeding 10%; Weinan (4.07%) and Yan'an (1.3%) ranked last two, with growth below 5%.**
In terms of general budget revenue, the top three were Xi'an (64.107 billion), Yulin (23.268 billion), and Yan'an (13.055 billion), all exceeding 10 billion yuan; Hanzhong (4.519 billion), Shangluo (4.293 billion), Tongchuan (3.144 billion), and Ankang (3.01 billion) ranked in the bottom four, all below 5 billion yuan. In terms of budget revenue growth, Tongchuan ranked first with 36.02%, and Ankang (12%), Xianyang (10.9%), and Weinan (10.8%) also exceeded 10%; while Yulin (-21.28%), Yan'an (-19%), and Baoji (-12.12%) had negative budget revenue growth, with declines exceeding 10%.
**Gansu Province (12 cities)**
