It is understood that the gang was led by suspect Zhang Moufu (male, 53), with 13 main suspects, and operated 1 bottle-making factory, 3 production and bottling sites, 3 storage sites, and 1 wholesale department, located in Nanhai, Sanshui, Chancheng in Foshan and Huadu in Guangzhou, engaging in the production and sale of counterfeit purified water, beer, soda water, and other beverages.
**Sophisticated counterfeiting techniques, multiple mobile bottling methods**
According to investigators, to evade police crackdowns, the gang set up production sites near beverage factories and distribution centers in urban-rural fringe areas, both to mask the noise of production and bottling and to blend in and avoid inspection.
'Their counterfeiting techniques are very professional, and the finished products look highly similar to genuine ones,' said an investigator. The gang used filtered tap water to produce purified water, and the production sites were even semi-mechanized, allowing for large output and fast speed. The finished products were mainly sold to small convenience stores in rural markets.
To facilitate mobility and wage a 'guerrilla war' against regulators and police, the gang did not store all counterfeit products and packaging materials in warehouses and bottling sites. Instead, they used large box trucks converted into mobile warehouses for storage and transport, combined with vans equipped with bottling equipment, creating a 'mobile bottling workshop' that could operate anytime. 'They can stop and bottle anywhere, making any location a potential bottling site,' the investigator explained.

On October 10, under the unified command of the Provincial Public Security Department, Foshan police, together with food and drug regulatory authorities, launched simultaneous raids in six locations across Guangzhou and Foshan, with the cooperation of Guangzhou police. They destroyed 8 production, storage, and sales sites for counterfeit brand-name beverages and arrested 21 suspects, including Zhang Moufu, Cheng Mushui, and Liu Mouhua.
During the operation, they seized 1 mobile beer bottling vehicle, 3 mobile storage vehicles, 3 sets of purified water production equipment, 3 sets of bottle-making machines, over 500 boxes of counterfeit brand-name purified water, more than 40,000 counterfeit brand-name beers and brand-name lemon soda water, over 20,000 empty bottles with counterfeit trademarks, and a large number of plastic bottle handles, caps, labels, cartons, production documents, and other tools with trademarks. The entire criminal chain of producing and selling counterfeit brand-name beverages was dismantled.
